Like many Americana Series aficionados, when I first learned the stamp designs had been organized into "quartets" of thematic units, I had some fun organizing my collection of single stamps over time as the set was completed. It did not bother me, a recovering perfectionist (as in, a recovering addict), that the various fractional coils (with musical designs) did not form "frames of four" like the other stamps. For some reason, the fact that these fractional values were all coils suggested they were not intended to be arranged in blocks of four ("two-up and two-down"), but instead in straight rows, befitting their straight lines as coils. Anyway, some of the sheet stamps had coil versions, too which did not fit into the block format, either. So it made sense that all the coils should stick together, because they were coils. By extension, the 9c and 15c booklet singles simply repeated their sheet designs; therefore, it was a simple matter to place those two in front of the coils.
So it was with some surprise I encountered opinions that considered the themed quartet concept as executed poorly or incomplete. Consider the first-class rate stamps, in the set issued intentionally on white paper (shown at left).
